TPWODL, TPCODL and TPSODL activate disaster management plans; emergency control rooms, restoration equipment and essential electrical materials placed on standby
Bhubaneswar, October 26, 2026: In view of the developing weather system over the Bay of Bengal and the potential impact of Cyclone ‘Arnab’, Tata Power’s three Odisha distribution companies—TP Western Odisha Distribution Limited (TPWODL), TP Central Odisha Distribution Limited (TPCODL) and TP Southern Odisha Distribution Limited (TPSODL)—have intensified their preparedness measures to safeguard electricity infrastructure, protect consumers and ensure the earliest possible restoration of power supply in affected areas.
The three distribution companies, joint ventures of Tata Power and the Government of Odisha, have activated their respective Business Continuity and Disaster Management Plans (BCDMPs), mobilising manpower, emergency equipment, restoration materials and round-the-clock monitoring systems across western, central and southern Odisha.
Together, TPWODL and TPSODL have reported a planned deployment of 15,132 personnel, including company employees and annual maintenance contract (AMC) personnel, with additional project workers and standby teams available for emergency operations. TPCODL has also placed its field teams, technical personnel and emergency response resources on high alert across its operational areas.

Extensive Manpower and Emergency Response Arrangements
TPWODL has mobilised 8,658 personnel, comprising 7,675 AMC personnel and 983 company employees. An additional 973 skilled and unskilled project workers are on standby to support emergency restoration. Specialised teams have been positioned in Bargarh, Balangir, Kalahandi and Nuapada districts, identified as potentially vulnerable areas based on weather forecasts.
TPSODL has prepared a division-wise deployment plan covering 6,474 personnel, including 5,691 AMC personnel and 783 company employees. Around 800 additional skilled and unskilled project workers are available, while another 400 personnel can be mobilised on a standby, call-out basis. Additional manpower from other Tata Power Odisha distribution companies may also be deployed if required.
TPCODL has stationed dedicated quick-response teams, technical maintenance personnel and breakdown repair vehicles across sensitive coastal and interior areas to address electricity network disruptions during adverse weather conditions.
Emergency Equipment and Restoration Materials Stocked
To facilitate speedy restoration, the distribution companies have positioned essential electrical equipment and materials at strategic locations.
TPWODL has kept eight mobile distribution substations, 17 diesel generator sets, 626 manual and motorised tree pruners and 324 vehicles ready for emergency operations. Its restoration inventory includes 621 distribution transformers, 10 power transformers and 10,950 poles, along with substantial stocks of conductors, cables and other electrical materials.
TPSODL has arranged six mobile distribution substations and 358 vehicles for emergency response. Its inventory includes 32 power transformers, 862 distribution transformers, 10,660 poles and substantial quantities of conductors, aerial-bunched cables, high-tension cables, V-cross arms and insulators. A further 7,355 poles are available through vendors. The company has also deployed 696 tree-pruning tools, 25 ASKA lights and 19 diesel generator sets. Sixteen transit stores, supported by five main stores, will facilitate the timely supply of restoration materials.
TPCODL has stocked distribution and power transformers, poles, bare conductors, aerial-bunched cables and line hardware across its circle and divisional stores. Specialised tree-clearing teams equipped with power saws, high-mast emergency lighting systems and generator sets are prepared to clear fallen branches and other obstructions from electricity lines.

24×7 Control Rooms and Real-Time Network Monitoring
Round-the-clock monitoring and coordinated emergency response form a key component of the preparedness strategy.
TPWODL’s Power System Control Centre at Burla will continuously monitor network operations and coordinate restoration activities. Area-level control centres at Balangir and Kalahandi, supported by divisional control rooms, will facilitate field operations. Satellite phones have also been provided to key operational officials to maintain communication during emergencies.
TPCODL has activated its Central Emergency Control Room in Bhubaneswar, supported by circle- and division-level control centres. Its SCADA-enabled monitoring systems will help engineers track feeder loads and network conditions in real time, enabling quicker identification of faults and coordination of restoration work.
TPSODL’s Central Emergency Control Centre at Ambagada in Berhampur will coordinate round-the-clock monitoring through the Centralised Power System Control Centre. Its SCADA system enables monitoring of 254 out of 261 primary substations. Area Power System Control Centres at Jeypore, Rayagada and Bhanjanagar will support localised network monitoring and field coordination.
The companies are also maintaining coordination with the Special Relief Commissioner, district collectors, local administrations and other emergency response agencies to facilitate timely action during weather-related disruptions.
Priority for Hospitals and Essential Services
TPCODL has accorded priority to maintaining electricity supply to essential public services, including district headquarters hospitals, community healthcare centres, major drinking water pumping stations and administrative disaster control offices.
Across their respective operational areas, the distribution companies are preparing to respond to localised outages, damage to overhead lines, fallen trees and other electrical infrastructure disruptions. Restoration work will be undertaken as soon as weather and site conditions permit safe operations.
