Odisha Advances UAE Investment Partnerships with 14 New Projects

IHC-Adani MoU proposes ₹2.10 lakh crore investment and 8.68 lakh jobs; focus expands to metals, critical minerals, energy, healthcare and infrastructure


Abu Dhabi/Dubai, September 9, 2026: Odisha stepped up its global investment outreach in the UAE on Wednesday, advancing partnerships with major international business groups and investment institutions, with a proposed portfolio of 14 new projects involving an indicative investment of ₹2,10,500 crore and employment potential of around 8,68,200 people.
Led by Chief Minister Mohan Charan Majhi, the day’s engagements included a high-level roundtable with International Holding Company (IHC) and the Adani Group, discussions with UAE-based business groups and investment institutions, and meetings aimed at strengthening trade and port-related cooperation.


IHC-Adani partnership expands
At the IHC roundtable, attended by IHC Managing Director and CEO Syed Basar Shueb, Adani Ports Managing Director Karan Adani and Adani Green Energy Executive Director Sagar Adani, discussions reviewed progress on the proposed integrated aluminium project.
Land has been proposed for the alumina refinery at Kalyansinghpur Tahsil in Rayagada and the aluminium smelter at Sadar Sundargarh Tahsil in Sundargarh district.
A fresh MoU between the Odisha Government, IHC and Adani Group will explore 14 projects across metal downstream industries, slurry pipelines, critical minerals and rare earths, chemicals and petrochemical derivatives, renewable-energy equipment, healthcare, industrial infrastructure, tourism, skill development and sports infrastructure.
Focus on Odisha-UAE trade
The State also signed a Memorandum of Cooperation with the Indian Business and Professional Group (IBPG) to promote bilateral trade and investment.
The discussions covered greater exports of Odisha products such as turmeric, ginger and seafood, contract manufacturing for UAE brands and opportunities for skilled manpower. Odisha entrepreneurs participating in the interaction highlighted the need for stronger market linkages with the UAE.
Borouge invited for petrochemical complex
Chief Minister Majhi also met Hazeem Sultan Al Suwaidi, CEO of Borouge, and invited the company to explore a large-scale chemicals downstream complex in Odisha.
The proposed facility could leverage feedstock from Indian Oil Corporation’s proposed naphtha cracker at Paradip, strengthening Odisha’s petrochemical value chain and creating opportunities for higher-value manufacturing.
Investment institutions, infrastructure in focus
At a separate roundtable with UAE-based investment institutions, the Chief Minister presented Odisha’s infrastructure projects available for development through public-private partnerships (PPPs). Discussions focused on institutional investment, project evaluation and long-term infrastructure partnerships.
The first substantive day of Odisha’s UAE outreach thus widened the State’s engagement beyond individual projects to a broader investment ecosystem covering manufacturing, trade, infrastructure, energy, ports, healthcare and emerging industries, supporting the State’s vision of Samruddha Odisha.
